Craigslist gets heat for prostitution ads
Connecticut Attorney General Richard Blumenthal threatened legal action against Craigslist if it fails to curb prostitutes from advertising their services on its Web site.

In a letter Thursday, Blumenthal took the San Francisco Web site to task for failing to have someone on its staff reviewing postings by prostitutes, many of which use a section reserved for "erotic services."

Although Craigslist touts measures to ban illegal activities and remove inappropriate postings on the largely free online classified service, Blumenthal said its efforts are inadequate.

"I'm astonished and appalled by Craigslist's refusal to recognize the reality of prostitution on its Web site - despite advertisements containing graphic photographs and hourly rates, and widespread public reports of prostitutes using the site," Blumenthal said.

He added in a statement that the Web site "has a moral if not possible legal responsibility to assure that it avoids serving as a conduit for prostitution and other illegal activity. My office will weigh all options, including possible legal action, if the site fails to curb content clearly prohibited by its rules."

That prostitutes advertise on Craigslist is nothing new. Police frequently use the Web site for stings that net both prostitutes and their customers.

Laws generally protect Web sites from being held liable for the postings of their users. Craigslist leaves much of its policing to its millions of users, who flag posts for the company to review and remove.

Blumenthal said his office has been in contact with Craigslist for several months. In response to his concerns, he said, Craigslist now requires anyone posting a listing in the erotic services category to provide a phone number. But he called that measure ineffective and gave Craigslist 10 days to respond.

Jim Buckmaster, Craigslist's chief executive, said in a statement Thursday: "Misuse of Craigslist for illegal purposes is absolutely unacceptable to us. This month we implemented new screening procedures for erotic service ads, which have dramatically improved compliance with our terms of use, and reduced the volume of such ads by up to 80 percent."

Buckmaster added that the company has additional improvements under way.

Answer: eBay . ( EBAY )

EBay  is sweeping past rivals in offering online classified services to users worldwide, a little-publicized fact about the online auction king.

"Within six months of entering the market for online classifieds (three years ago), we blew past all of them," said Jacob Aqraou, the general manager of the classifieds unit.

Aqraou says eBay began slowly building through acquisitions.

Today, classifieds are eBay's fastest-growing business unit. In the fourth quarter, classifieds revenue surged 104% from the year-earlier quarter, the company says.

Aqraou says the company is eager to launch or acquire more classified sites in different nations.

Marktplaats, Gumtree

San Jose, Calif.-based eBay runs four major classifieds units: Kijiji, Marktplaats, Gumtree and Loquo, in the U.S., Europe, Asia and Australia. It bought Marktplaats in 2004 and Gumtree and Loquo in 2005. EBay launched Kijiji in 2005 and introduced a U.S. version last June.

Market trackers Nielsen and comScore say these four eBay units had 31.3 million visitors worldwide in February. That's higher than the 25.2 million visitors posted by Craigslist in February. It's far higher than the 177,000 posted by Microsoft 's ( MSFT ) Windows Live Expo classifieds service and the 161,000 visitors posted by Google Base, Google 's ( GOOG ) classifieds unit. Yahoo 's ( YHOO ) global classifieds traffic was so low it's not included in the ranking, though it does better in the U.S. Related Story

Craigslist CEO Jim Buckmaster says he's not worried about any rankings.

"We don't see ourselves as being in competition with other companies," he said. "We see ourselves being more in public service."

EBay says its global dominance of online classifieds is even higher than these numbers suggest.

Citing internal company figures and other Nielsen data, eBay estimates that the classifieds Web sites that it owns worldwide boast 65 million unique visitors and 2.7 billion page views a month. It says the sites run 14.2 million ads per month.

"The secret of eBay's success is they were early to the game in identifying classifieds as a potentially large opportunity," Standard & Poor's equity analyst Scott Kessler said. "They seized on this opportunity via acquisitions and launching new services."

Others agree.

"Classifieds is a market ripe for consolidation, and eBay seems to be the only player out there who's consolidating," Majestic Research analyst John Aiken said.

EBay's classifieds holdings are diverse and far-flung.

Kijiji, whose name means "village" in Swahili, is a classifieds service that serves Europe, Asia and the U.S. It offers classifieds for items such as cars, pets and jobs. It draws about 17 million visitors a month worldwide.

Gumtree is the No. 1 classifieds site in Britain, Australia and South Africa, while Marktplaats attracts 56% of Dutch Web surfers. Loquo is the No. 3 classifieds player in Spain.

In addition, eBay owns smaller sites such as mobile.de, an online classifieds site in Germany that sells cars. It bought the site in 2004.

But probably eBay's best-known move in the classifieds field was its 25% purchase of Craigslist in 2004. It isn't clear if eBay intends to boost its stake in Craigslist, or whether Craigslist would welcome such an effort.

Revenue Sources Differ

Various eBay classifieds units make money in different ways.

Kijiji and Marktplaats get revenue from banner ads, pay-per-click ads and premium feature fees for prominently displayed classified ads and other services.

Gumtree gets its revenue from pay-per-click ads and from fees for premium features. It also charges listing fees for specific ad categories in Britain.

Loquo gets revenue from pay-per-click ads and premium feature fees, while mobile.de gets revenue from services fees.

The classified Web sites that eBay runs in Europe, Asia and elsewhere mostly are localized and country specific. Services are tailored to a specific nation. Kijiji's French Web site, for example, just carries ads in French, and is staffed by French workers.

EBay has found there is little cross-border trade for its sites. An exception is mobile.de, a German-language auto classifieds site that lures users from Russia and other European nations. Aqraou says mobile.de attracts non-German users because German often is the second or third language of many Europeans.

EBay's interest in acquiring more classified properties is part of a new strategy it unveiled following February's announcement that Chief Executive Meg Whitman would retire. John Donahoe, president of eBay Marketplaces, replaced Whitman on March 31.

EBay hasn't made a classifieds acquisition in Europe since 2005. Aqraou says the time may be ripe for eBay to add to its stable.

"We're looking for acquisitions," Aqraou said. "If we find a company in the right place at the right time, we'll buy it. Price isn't as important as being in a country where there's a real opportunity to make money."

Aqraou, based in Copenhagen, Denmark, says one likely locale for acquisitions is Scandinavia. He mentions Denmark, Sweden and Norway as other options. He says that though Scandinavia has a relatively small population, it offers an unusually profitable market for classifieds.

Another target area might be Eastern Europe, especially nations like Poland that have large e-commerce markets, Aqraou says.

EBay says demographic trends in Europe favor more acquisitions. Aqraou says one of the biggest trends is the number of nontech people going online to use classifieds. They include older adults 60 to 80 years of age who have become comfortable using computers and checking classifieds online.

As far as Craigslist goes, about a year ago I saw an interview with Craig regarding the erotic services section and the reason why he would not take it down and why CL was not legally responsible for the ads resulting in prostitution is the first amendment, freedom of speech.

This new "barrier" to help eliminate prostitution through forcing posters to provide a phone number is really meaningless. It's no more information than in the ad and more than likely it's an untraceable go phone.

I really hope CL stands their ground and doesn't allow the government to bully them.

WASHINGTON (CNN) -- Federal prosecutors have unsealed an affidavit that details a rendezvous in a Washington hotel room last month between a prostitute and a client who a source tells CNN was New York Gov. Eliot Spitzer.

Gov. Eliot Spitzer, with his wife, Silda, by his side, apologizes to his family and to the public.

The affidavit does not mention Spitzer by name, but a source with knowledge of the case said the subject identified as Client-9 is the governor.

Spitzer took office in January 2007 after serving eight years as the state's attorney general, when he rose to national prominence as a hard-charging prosecutor.

He has not been charged.

Spitzer, who is married with three children, went before reporters Monday to confess to an undisclosed personal indiscretion, saying he had acted "in a way that violates my obligations to my family, that violates my or any sense of right and wrong."

His alleged involvement with the ring was caught on a federal wiretap, the source said.

The affidavit says that, about 5 p.m. Tuesday, February 12, Lewis spoke with Client-9 on the telephone and told him that his "package arrived today." The client asked Lewis whom he would be meeting and, when told it was Kristen, said, "Great, OK, wonderful."

The two discussed how the woman would get a key to his room for a Wednesday rendezvous and how they could arrange credit for future services.

"Client-9 asked Lewis to remind him what Kristen looked like and Lewis said that she was an American, petite, very pretty brunette, 5 feet 5 inches and 105 pounds," the affidavit reads.

In a call to Lewis, Client-9 was told the balance would be $2,712.41, but Lewis suggested he give Kristen $1,500 or $2,000 more so that he would have a credit.

The investigation into the Emperor's Club, which began in October 2007, included evidence from a confidential source identified in court papers as a prostitute who worked at the club in 2006 and was given immunity.

It also included statements from an undercover officer who posed as a customer, more than 5,000 intercepted phone calls and text messages, more than 6,000 e-mails recovered with search warrants, bank records, travel and hotel records and physical surveillance.

Despite the high cost of the club's services, the job was not alluring to one potential employee, who sent an e-mail to the club's management January 28 after speaking to a friend who was working for the agency.

"I wasn't very happy to find out that it's only 500 ph + over 50% commission fees ... This is the kind of money I make very easily in photo shoots and the reason I wanted to join your site [was] to make an extra money."

Tedisco said that Spitzer's push to reform government "loses all validity if he was involved in something illegal like that."

The Republican Governors Association called on Spitzer, a Democrat, to resign to "allow the people of New York to pursue honest leadership."

"The American people are tired of corrupt and hypocritical politicians. The governor of New York is just another in the long list of politicians that have failed their constituents," said Nick Ayers, executive director of the Governors Association.

Spitzer's office, the U.S. Attorney's office in New York and New York Mayor Michael Bloomberg all declined to comment.

According to the New York Times , Spitzer was caught on a federal wiretap arranging to meet a high-end prostitute at a Washington hotel last month.

Spitzer was believed to have called an exclusive ring known as the "Emperor's Club VIP," which was broken up by New York authorities last week.

The Times said that Spitzer learned last week that he had been implicated in the prostitution probe and informed his top aides Sunday night.

Prosecutors declined to comment on Spitzer's alleged involvement with the ring, although prostitution clients are rarely charged by federal authorities.

Prosecutors said last week the ring operated in cities across the United States and in London and Paris, employing more than 50 prostitutes who charged fees ranging from 1,000 dollars to more than 5,500 dollars per hour.

The club even offered clients the option of paying with cash, credit card, wire transfer or money order, selling the prostitutes' services through a website that ranked each of them on a system of one to seven diamonds.

His alleged involvement with the ring drew a swift call from the Republican Governors Association for Spitzer to step down.

" Eliot Spitzer campaigned on ethics reform; unfortunately the governor of New York has egregiously failed his constituents," the group's executive director, Nick Ayers, said in a statement.

"The governor of New York should immediately resign from office and allow the people of New York to pursue honest leadership."

Spitzer, 48, a former New York state attorney general, became governor in January last year, pledging to bring ethics reform.

At his inauguration, he used his address to say "we must transform our government so that it is as ethical and wise as all of New York."

His time in office, however, has been marked notably by a scandal involving the use of state police to keep tabs on Republican state senate majority leader Joseph Bruno.

It was during his time as attorney general that he earned a reputation for toughness and high ethical standards.

When he first took on the post, he locked horns with the Gambino Mafia family in a bid to break their hold on the New York and New Jersey waterfronts.

He later made a name for himself as one of the toughest corporate cops in the United States, with a crusade against Wall Street wrongdoers.

In May 2002, he led a spectacular victory over the Wall Street titan Merrill Lynch, which paid 100 million dollars to settle charges that it advised clients to buy stocks it secretly believed were "junk."

And in December of the same year, he helped wring 1.4 billion dollars out of top Wall Street banks and brokers for stock research abuses. His other targets ranged from the music industry to major insurance carriers.

NEW YORK - Gov. Eliot Spitzer 's political career teetered on the brink of collapse Monday after the corruption-fighting politician once known as "Mr. Clean" was accused of paying for a four-hour romp with a high-priced call girl.

The scandal drew immediate calls for the Democrat to step down. At a news conference before about 100 reporters, a glassy-eyed Spitzer, his shellshocked wife at his side, apologized to his family and the people of New York .

"I have disappointed and failed to live up to the standard I expected of myself," said the 48-year-old father of three teenage girls. "I must now dedicate some time to regain the trust of my family."

He did not discuss his political future and ignored shouted questions about whether he would resign. And he gave no details of what he was apologizing for.

Spitzer was caught on a federal wiretap arranging to meet in a Washington hotel room the night before Valentine's Day with a prostitute from a call-girl business known as the Emperors Club VIP, according to a law enforcement official who spoke to The Associated Press on condition of anonymity because the investigation is still going on.

The governor has not been charged, and prosecutors would not comment on the case.

But an affidavit based on the wiretap told of a man identified as "Client 9" — Spitzer, according to the law enforcement official — paying $4,300 in cash, some of it credit for future trysts, some of it for sex with a "petite, pretty brunette, 5-feet-5 inches, and 105 pounds," named Kristen.

Democratic Lt. Gov. David Paterson would become New York 's first black governor if Spitzer were to resign.

The allegations were outlined in papers filed in federal court in New York.

A defendant in the case, Temeka Rachelle Lewis, told a prostitute identified only as Kristen that she should take a train from New York to Washington for an encounter with Client 9 on the night of Feb. 13, according to a complaint. The defendant confirmed that the client would be "paying for everything — train tickets, cab fare from the hotel and back, mini bar or room service, travel time, and hotel."

The prostitute met the client in Room 871 at about 10 p.m., according to the complaint. When discussing how the payments would be arranged, Client 9 told Lewis: "Yup, same as in the past, no question about it" — suggesting Client 9 had done this before.

According to court papers, an Emperor's Club agent was told by the prostitute that her evening with Client 9 went well. The agent said she had been told that the client "would ask you to do things that ... you might not think were safe ... very basic things," according to the papers, but Kristen responded by saying: "I have a way of dealing with that ... I'd be, like, listen dude, you really want the sex?"

The prostitution ring arranged sex between wealthy men and more than 50 prostitutes in New York, Washington, Los Angeles , Miami , London and Paris, prosecutors said. Four people allegedly connected to the high-end ring were arrested last week.

The club's Web site displays photographs of scantily clad women with their faces hidden. It also shows hourly rates depending on whether the prostitutes were rated from one diamond to seven diamonds. The highest-ranked prostitutes cost $5,500 an hour, prosecutors said.

The four defendants charged in the case last week were charged with violating the federal Mann Act, a 1910 law that outlaws traveling across state lines for prostitution.

"I have acted in a way that violates my obligations to my family and violates my, or any, sense of right and wrong," Spitzer said at the news conference. "I apologize first and most importantly to my family. I apologize to the public, whom I promised better."

The scandal was bad news not only for Spitzer but for the entire Democratic party in New York. Spitzer went into 2008 intent on taking back the state Senate from the Republicans.

"Today's news that Eliot Spitzer was likely involved with a prostitution ring and his refusal to deny it leads to one inescapable conclusion: He has disgraced his office and the entire state of New York," said Assembly Republican leader James Tedisco. "He should resign his office immediately."

Spitzer clashed with Wall Street executives throughout his two terms as attorney general, launching several prosecutions that rocked major companies earlier this decade. Among other things, he uncovered crooked practices and self-dealing in the stock brokerage and insurance industries and in corporate board rooms , and went after former New York Stock Exchange chairman Richard Grasso over his $187.5 million compensation package, which Spitzer called unreasonable and unlawful.

He became known as the "Sheriff of Wall Street ." Time magazine named him "Crusader of the Year," and the tabloids proclaimed him "Eliot Ness." The square-jawed graduate of Princeton University and Harvard Law was sometimes mentioned as a potential candidate for president.

But his term as governor has been fraught with problems, including an unpopular plan to grant driver's licenses to illegal immigrants and a plot by his aides to smear his main Republican nemesis.

Spitzer had been expected to testify to a state commission he had created to answer for his role in the scandal, in which his aides were accused of using the state police to compile travel records to embarrass Senate GOP leader Joseph Bruno.
